British white paper on public health

ENGLAND — UK Health Secretary John Reid has proposed widespread legislative and health care changes in a new white paper on public health released Tuesday. Titled “Choosing Health”, the paper details government plans to restrict smoking in public places, limit ‘junk food‘ advertisements to children, make available “lifestyle trainers”, campaign against sexually transmitted diseases and tobacco, and improve food labelling.

The white paper comes after extensive public comment that involved 150,000 people.

Smoking would be restricted in enclosed public spaces, restaurants, workplaces, and some pubs. The ban would be enacted gradually, affecting government and NHS buildings in 2006, enclosed public places in 2007, and private property in 2008. Permanent exemption would be granted to pubs that do not serve prepared food — though not at the bar — as well as private clubs, a decision that has provoked some to call the measure incomplete. Up to 90% of pubs are expected to be affected. The Scottish executive proposed a complete ban on smoking in enclosed public places last week, and Ireland has already banned smoking in pubs and restaurants.

Food advertisements targeted to children would be banned until 9pm, under the White Paper’s proposals. The restriction is a measure to tackle rising rates of childhood obesity. The government also intends to develop voluntary standards on food and drink advertisements to children with industry, only threatening legislation if an acceptable standard is not reached by 2007. Additionally, low income families would receive vouchers for fresh fruit, vegetables, milk, and infant formula. School lunches would also be held to stricter nutritional standards. Reid has warned that unless childhood obesity is tackled, “we face the prospect of children having shorter life expectancy than their parents”.

Food labelling would also be improved, with a “traffic light” system implemented. Packaged food would be evaluated based on its fat, sugar, and salt content.

The paper is unusual for suggesting a more holistic approach to health care, offering for the first time “lifestyle trainers.” The National Health Service would be funding with an additional £1bn to make people’s overall lives healthier, which is expected to save £30bn in preventable illness.

The paper additionally makes mention of reducing accidents, which affected 2.7m people last year and is a leading cause of child death, curb binge drinking, and reduce substance abuse among youths.

The paper has been criticized by many parties. The Tory Shadow Health Secretary has criticized the Labour government’s comprehensiveness and creation of a “new nanny state approach”. He has additionally described it as “gimmicks”. The Liberal Democrats have accused the government of not being comprehensive enough. It has also been criticized by the British Medical Association as being implemented too slowly, saying “When lives need saving, doctors act immediately”.

Mr. Reid has argued against the nanny state label, saying “In a free society, men and women ultimately have the right within the law to choose their own lifestyle, even when it may damage their own health. But people do not have the right to damage the health of others, or to impose an intolerable degree of inconvenience or nuisance on others … This is a sensible solution which balances the protection of the majority with the personal freedom of the minority in England”.

Newcastle United’s St. James’ Park naming rights go up for sale

The naming rights for St James’ Park, the home ground of English football club Newcastle United F.C., are to be put up for sale. The club stated that the club would be “welcoming offers for the stadium naming rights next season”. The move was part of a new drive to “maximise its commercial revenues”, after the announcement that owner Mike Ashley was not selling the club, which had been up for sale since May 2009.

St James’ Park is the largest and oldest football stadium in North East England. Football had been played at St James’ Park since 1880, with Newcastle United using it as their home ground since their inception, in 1892. Despite Newcastle being in the second tier of football, St James Park is the third largest club football stadium in England, behind Old Trafford and the Emirates Stadium.

Naming rights is not unprecedented in English football, including the Premier League grounds the Britannia Stadium, DW Stadium, Emirates Stadium, KC Stadium and Reebok Stadium. Bookmakers Ladbrokes named sportswear company and current club sponsor Addidas favourites to secure the rights. In order to stop the move, BBC Radio Newcastle football commentator Mick Lowes suggested that the Newcastle United Supporters Trust‘s used part of its reported £25m funds to pay Ashley not to sell the rights.

Ex-Newcastle striker and local sports pundit Malcolm Macdonald said of the decision:

they thought they had got on the wrong side of the people of Tyneside then just wait and see what happens if they go through with their plans to re-name St James’ Park because there will be an almighty uproar and outcry. It would upset people so much because it everyone’s second home. That is how people feel about it. It has been St James’ Park forever and a day and it should remain that way.

Lee Ryder, the Evening Chronicle‘s chief sportswrite blogged:

We need to make Coors Light Park a fortress” – to even imagine a future Toon player uttering such words will make many physically sick…Renaming St James’s Park is simply bad taste in the eyes of most Geordie fans – and many will feel that even the injection of silly money to do it will do nothing to make up for another piece of heritage being ripped away from the Tyneside streets….Renaming St James’s Park to Coors Light Park, Bwin Park or even the McDonalds Arena shows that Newcastle’s top brass have again got it so seriously wrong

George Caulkin of The Times wrote of the decision:

Renaming St James’ Park is a muddle-headed, flawed and divisive notion which must not and cannot stand. In an era of recession, there may be a need for Newcastle, in their own words, to “maximise their commercial revenues,” but if it comes at the expense of goodwill (what little there is left of it), hope and a sense of community, it would also come at a bitter, prohibitive, self-defeating cost.

There has been debate over the correct spelling and pronunciation of the stadium name, with differing accounts based on its meaning and origin. In 2008, the club insisted to the BBC programme Look North that the the correct spelling of the Stadium is St James’ Park, with no following ‘s’ after James’, because the stadium is not named as “the park of St James”, rather, it is named after the nearby St James Street, which predates the ground.

The announcement came on the same day as it announced Chris Hughton as the club’s permanent manager, and that owner Mike Ashley was taking the club off the market for a second time.

Garden Techniques Dealing With Pests

There are many birds, animals and insects which are a joy to the gardener both in their beauty and in the help they give us in the garden. But there are also many which are pests and which can ruin a beautiful garden. Life would be a a great deal simpler if we could just wave a magic wand and get rid of the ones we don’t want, but it’s not that simple. To begin with – we have to identify them. One of the best methods of keeping pests down is good garden hygiene. Keeping your garden clear of rubbish will reduce the trouble spots where pests can breed and take hold. It’s a very simple remedy, but one of the most effective, particularly against slugs.

There are some creatures that really help keep pests down, the common earthworm is a powerful ally in his constant wanderings through the soil which keeps it open to air and water. A lot of our common garden birds feed on garden pests. Many insects feed on their harmful relatives. Toads and Frogs can demolish a huge number of insects in one meal and are a joy to have in the garden. Making your garden attractive to birds and toads is one of the best pest control methods. A good bird table or nest box, food spread about in spring, and some water are invitations for birds to stick around in your garden. If you want Toads and Frogs, make sure there is some damp shade. A few reasonably sized stones in the shade of a shrub with maybe some damp leaves would be a luxury residence for a toad. At night they will venture out to catch their food – which they prefer live.

Slugs are a particular bane of my life – they come out and munch on all your tender plants if given half a chance. Again the birds will help, and you can use safe slug pellets which do not harm birds or hedgehogs. There are all kinds of mulches and even slug fences that you can get, the worst damage is often done by the ones you can’t see which lurk under the ground. If you want to use a biological control you can get Nematodes from specialist suppliers which inhabit the soil and prey on the slugs. It is a more lengthy process than using some of the chemicals but much kinder to your garden.

Munching Insects with heavy jaws are particularly destructive and can rip through a vegetable patch in no time at all – I lost no end of cabbages and sprouts last year to caterpillars. This year I am working hard at encouraging the birds to counteract this. You can use sprays but do make sure that they are bird and fish friendly if you have a pond. This type of insect is killed by taking the spray into its body as it nibbles on your plants. Vegetables are particularly susceptible to pests – they like to eat them just as much as we do, and many of our crops have their own particular pests which only feed on one plant. Tomato Worms for example which burrow into the young fruit and eat it from the inside out. You can often harvest a particularly luscious looking crop of potatoes only to find the tubers inhabited by yellow and black striped potato bugs. My particular hate is the small green caterpillar which ravages cabbages, broccoli and cauliflower. Liberal applications of soapy water from a spray gun are quite effective in getting rid of that particular nuisance.

There are some pests where the only defence is to get rid of badly infested plant before it spreads. The plant needs to be destroyed or removed completely from the garden. A couple of years ago it caused me great distress to have to take all the Lilies out of my garden. I had a large pot which was full of the most beautiful white lilies – until I spotted the dreaded Scarlet Lily Beetle. They are a beautiful shade of red but utterly destructive and will destroy every lily in their path. I will replant after another year or so and hope that no larvae have survived.

Sucking insects such as greenfly and lice almost glue themselves onto the host plant as they need to be able to feed by constant sucking. They are unbelievably destructive for their size and as they breed rapidly even a large plant can soon be infested. Again soapy water sprayed liberally can help, and I have had some success with a vinegar and water mix (about half and half) but not on young plants! Be careful if you use the soapy water not to spray over any water in your garden or you will potentially damage the pond life – frogs and toads in particular. If you encourage Ladybirds in your garden they can control the greenfly fairly effectively as well.

My personal preference is for natural controls without the use of chemicals but in order for this to work you do have to accept that for a couple of years or so, until the natural balance asserts itself, you will lose some crops and precious plants. The best weapon you have during that time is constant vigilance, removal of infected plants and determination. If you give in and start to use chemical sprays you will have to start the whole process again as many chemicals are indiscriminate in doing their work. There are some sprays which comply with organic principles and of course, you can buy biological controls in the form of beneficial insects and bacteria. Which ever method you choose, you will never completely remove pests from your garden – but you should be able to keep their damage to a minimum.

Police report drug haul seizure worth up to £30 million in Brownhills, England

Police in the West Midlands in England today said nearly 200 kilograms worth of drugs with value possibly as great as £30 million (about US$49 million or €36 million) has been seized from a unit in the town of Brownhills. In what an officer described as “one of the largest [seizures] in the force’s 39 year history”, West Midlands Police reported recovering six big cellophane-wrapped cardboard boxes containing cannabis, cocaine, and MDMA (“ecstasy”) in a police raid operation on the Maybrook Industrial Estate in the town on Wednesday.

The impact this seizure will have on drug dealing in the region and the UK as a whole cannot be underestimated

The seized boxes, which had been loaded onto five freight pallets, contained 120 one-kilogram bags of cannabis, 50 one-kilogram bags of MDMA, and five one-kilogram bricks of cocaine. In a press release, West Midlands Police described what happened after officers found the drugs as they were being unloaded in the operation. “When officers opened the boxes they discovered a deep layer of protective foam chips beneath which the drugs were carefully layered”, the force said. “All the drugs were wrapped in thick plastic bags taped closed with the cannabis vacuum packed to prevent its distinctive pungent aroma from drawing unwanted attention.” Police moved the drugs via forklift truck to a flatbed lorry to remove them.

Detective Sergeant Carl Russell of West Midlands Police’s Force CID said the seizure was the largest he had ever made in the 24 years he has been in West Midlands Police and one of the biggest seizures the force has made since its formation in 1974. “The impact this seizure will have on drug dealing in the region and the UK as a whole cannot be underestimated”, he said. “The drugs had almost certainly been packed to order ready for shipping within Britain but possibly even further afield. Our operation will have a national effect and we are working closely with a range of law enforcement agencies to identify those involved in this crime at whatever level.”

Expert testing on the drugs is ongoing. Estimates described as “conservative” suggest the value of the drugs amounts to £10 million (about US$16.4 million or €12 million), although they could be worth as much as £30 million, subject to purity tests, police said.

Police arrested three men at the unit on suspicion of supplying a controlled drug. The men, a 50-year-old from Brownhills, a 51-year-old from the Norton area of Stoke-on-Trent in Staffordshire, and one aged 53 from Brownhills, have been released on bail as police investigations to “hunt those responsible” continue. West Midlands Police told Wikinews no person has yet been charged in connection with the seizure. Supplying a controlled drug is an imprisonable offence in England, although length of jail sentences vary according to the class and quantity of drugs and the significance of offenders’ roles in committing the crime.

Virginians melee at used Apple iBook sale

“Total chaos” is how many described the melee that resulted from a sale of used Apple iBook laptop computers at the Richmond International Raceway (RIR) by the Henrico County, Virginia school system.

Officials estimated nearly 5,000 people thronged the sale for the $50, four-year-old computers. Among them were 17 injured, four requiring hospitalization – one for a leg injury, and three for heat-related illness, said Henrico County Police. Reports of trampling in the stampede were not uncommon, and one driver reportedly tried to drive through the throng of prospective buyers.

Alice Jemerson, an elderly customer said, “They bum rushed the gates and I was knocked over, fighting for my life. All these people were on top of me.”

Shortly after 7am EST officials opened the gates and many residents ran hysterically toward the building where the sale was to occur at 9am.

At a post sale press conference, Henrico County Police spokesman Lieutenant Doug Perry told reporters, “A few bad apples found their way inside. It looked worse than it was.”

Apple iBooks are the preferred computer for Henrico County schools, and Director of General Services of Henrico County Paul Proto, said changes were made to the event after tremendous interest was generated, some as far away as Europe and California. Officials closed and moved the sale from the Henrico county school warehouse to the RIR, after residents complained that their tax dollars were used to buy the computers, and they ought to have first right to repurchase them. The Henrico County Board of Supervisors voted to amend the County Code so that only residents could purchase the laptop computers.

Although officials had prohibited camping out and overnight parking, some in attendance reported that people began arriving at midnight.

Henrico Police Chief H.W. Stanley, Jr. said five patrol officers were originally planned for the event, a customary presence for an event the size authorities had estimated. But by 6 am, an enormous crowd was assembled at the front gate.

Officials present before opening told the crowd that automobiles would be allowed to enter first, which prompted many to run to their cars. But while some were running back to their cars, others rushed the gate. The resulting confusion created much anger, and guards closed the gates shortly thereafter.

Long lines encircling the sale building were commonplace, and one observer noted, “They’re going to see themselves on the news tonight, and see what fools they are.”

Some citizens, however, considered their wait worthwhile. Hairstylist and mother of two Sheress Blunt was one of the first hundred to buy one of the iBooks; she came with her mother and said they sneaked into the raceway through a side gate.

Tonya Vaughan arrived at 5:30 a.m., also bought one of the first iBooks and said three people offered to buy it from her for as much as $200. She declined however, saying, “I told them no way! I had worked too hard for it.”

Lt. Perry said many officers were complimented on the way they handled the crowd, adding that police were seen letting children who had been pushed aside, into the building.

Mr. Proto said, “There are no plans right now to have another iBook sale.”

Henrico County Battalion Police Chief Steve Wood said no arrests were made and the iBooks were sold out by 1pm EST.

St. Lucian footballer Philip Tisson shot dead in Brooklyn, New York

Philip Tisson, a member of the Saint Lucia national football team, has been killed by a gunshot wound to the head in New York. Tisson was in New York participating in the Digicel Caribbean Cup tournament.

Several members of the team were at Tropiks Bar and Grill in Brooklyn celebrating an earlier victory over Saint Kitts and Nevis. At 4.30am, Tisson entered a parked car outside of Tropiks. While seated in the rear of the car, Tisson was shot in the head. Three women were in the car at the time of the shooting, with one requiring medical attention for a shoulder wound.

According to teammate Sheldon Emmanuel, Tisson left the bar at 3:30 A.M. (EST) with an unknown woman. Tisson’s brother remained with his teammates and only found out about the shooting afterwards by phone. Emmanuel also stated that no one witnessed Tission involved an argument with anyone. A police official said that there are no known suspects. Police are waiting for video evidence.

Tisson had scored in the Saint Kitts and Nevis game. St. Lucia advanced to the finals with their win over Saint Kitts and Nevis to face Jamaica. The team stated they will still play in the final on Sunday “despite the loss of a friend, a teammate and one of their most powerful players”.

In St. Lucia, Tisson is survivied by his three year-old daughter.

Israeli PM Ariel Sharon undergoes emergency surgery

Israeli Prime Minister Ariel Sharon underwent emergency surgery at Hadassah Medical Center in Israel to treat intestinal damage revealed by a recent computed tomography, better known as a CT scan. The Chief Surgeon said, “Sharon is out of danger, for the moment. His condition is stable and the surgery was a success.” Sharon is currently in the Intensive Care Unit (ICU) of the hospital.

Yesterday doctors treating Sharon had noticed a swollen abdomen and ordered a CT scan on his torso and found the damage to his intestine. Later tests had shown that part of the large intestine had developed necrosis and needed to be immediately removed.

Hospital director Shlomo Mor-Yosef stated a press conference that there were “no complications” during surgery. “His (Sharon’s) key problem is lack of consciousness. There is no significant change in his condition. Doctors did not find any occluded artery and there were no blood vessels blocked. He is stable but in critical condition at this time and he is in no immediate danger at this moment.”

Yosef also said that Sharon’s sons and family had met earlier and decided to go forward with the surgery and treatment.

Doctors removed at least 50cm of Sharon’s large intestine.

Yosef also said that possible reasons as to why Sharon’s intestine was damaged were, “maybe infection or decline of blood supply to the intestine.” Yosef also said that the surgery was both a “routine procedure” and “not a dramatic” one. “Hospitals perform these operations sometimes two or three times a day,” he added.

Yael Bossem-Levy, a spokesman for Hadassah Medical Center said earlier that, “the prime minister’s life is in danger. His condition is now very serious, or critical. Sharon’s digestive tract has undergone severe deterioration while he’s been unconscious, and there appears to be a blockage in his blood circulation. The restricted blood flow raised the possibility of necrosis, or death of tissue, in the intestines.”

Levy also stated that Sharon’s condition has “deteriorated to its most critical point since his admission.”

The 77 year-old leader has been hospitalized since January 4th, after suffering a massive stroke which left him comatose. This is his seventh surgery since his hospitalization.

Sharon has been hospitalized for thirty-nine days, and has been on a feeding tube for two weeks.

At least two die in 15-truck pileup in California

At least two people have died and at least eight to ten were injured after two semi trucks collided in a truck tunnel on Interstate 5 (Newhall Pass) between Los Angeles and Santa Clarita California, United States, causing the tunnel to be completely shut down on both north and southbound lanes.

At approximately 11:00 p.m. (pacific time), two semi trucks collided and at least 13 other trucks smashed into the wreckage causing a massive fire. Firefighters are using foam to control the flames, which could take several hours to put out.

Officials say that the debris could take a day or more to remove and that a full inspection will have to be done on the tunnel before it can be used again because officials say that the structure of the tunnel has been compromised.

“It has impacted the structural stability of the tunnel,” said John Tripp the Fire Chief for Los Angeles County who also said that there may be more people trapped in the wreckage.

“We’re going to have to do a very methodical search. There could be unfortunately more people that were not able to escape,” added Tripp.

The tunnel is 200 feet long.
